Yes, they can do so legally, as long as there are no local or state statutes prohibiting such a situation. In my particular state (Wisconsin), utilities are forbidden from gas disconnections during the heating season, as a health and safety factor. However, as soon as April 15 rolls around, hundreds of gas connections get hit at the gas faucet.
