I'm not sure about the Vikings, but incest has been an acceptable practice since bibical times.
How else can you explain Adam and Eve giving birth to Cain and Abel, Cain kills Abel and then what? Yes, Eve later had Seth, but that's still boys. One of these sons had to lay down with Eve for there to more people.
Then there's Noah's family. According to the Bible, they were the ONLY survivors. So if we must believe every word of the Bible, it stands to reason that there HAD to be some sort of incest, first cousins or something. Otherwise, you have to declare the Bible false.

I'm inclined to say that high class Vikings opposed and even punished incest.

I'm basing my opinion on the family values demonstrated by the characters in Sigrid Lavransdottir, the annals of Leif Erickson, son of Erick the Red, and Beowulf.

You might also compare values and taboos as evinced by the Welsh Mabinogeon, the Irish legends including that of Finn McCool. While these were Celts, their cultures overlapped with those of the Vikings, who raided the coasts of England, Wales, Cornwall, Ireland, and Scotland, as well as other European coastal and riverine communities.
