will he police be inforcing it or will community officers do it?how can they realistically fine people who in the right mind would give correct details?how do they get past this?

The same people that will complain that there income tax has risen. Or another stealth TAX as we know it. Do gooder's. Sorry to be cynical.

A lot of individual business owners just tell the police or others when they come around that I told them not to smoke in here. What am I supose to do about it?

Lots of dumbasses are going to get stomped trying to make citizens arrests. I don't smoke and second hand smoke does not bother me. Smoke all you want my friends.
