Someone has been unscrew-ing my friends porch light and peeping in her window off and on for months. She's called the police and there's little they can do. Are they any (legal)preventative measures that she can take?

First off the unscrewing of the light could be a plan for something more sinister, so please tell your friend to use extreme caution, get mace or carry a weapon. I would contact a security company, like ADT and have them install a security system. If that is not an option, have a friend walk her home, (preferably male) and check the place out before they leave. Unfortunatly the police force cannot do something unless they catch the perp. Also keep all the blinds drawn, and windows locked. Set up a surveilance camera, maybe she will catch him in the act, this way you have something for the police.
Also consider getting a dog, sometimes this will discourage someone from coning close to the house.

Put up a security light that comes on automatically when there is movement and put it high enough so someone can't take it out.
Put up a no trespassing sign then take a photo of the person when they come up.
Electrify the window frames or even the light area so when they touch it they get a shock. Or you could put some tacks around there where you think the person may touch to hold their balance to unscrew the light.
Put vaseline or some other lubricant on the lightbulb so they can't get a grip on it.
Do a stake out and sit in the front somewhere hidden and get a photo of them in the act.
Keep your shades closed.

I love these questions. Maybe it's because I'm a country girl and we don't have these problems.

Anyone coming onto my property is promptly greeted by my 2 Rotties and my Sheltie. The Sheltie herds the visitor. The female Rottie gives the evil eye and sufficient growls with teeth. The male Rottie eagerly awaits the "git em" command and let's the visitor know how anxious he is to GIT EM.

I'm armed to the teeth and will greet all visitors with a friendly "Howdy" while holding whatever firearm is closest to the door at the time. If the visitor has legitimate reason to be on my property, then we'll talk. Otherwise, they usually flee long before I get to the door.

If a visitor comes sneaking around at night -- All bets are off. My Rotties can go right through a closed door faster than any idiot can run!

Put a camera outside. People have been caught this way. Even when the police were too busy to deal with it. Once the guy is caught on tape, they can play it on the news, etc. I would also add a motion sensor light outside. As soon as the prick shows up, he will be "onstage" so to speak. Make sure she has a back up lock on the window as well. I would (and do) have back up protection in case this guy turns out to be violent. I have pepper spray (the kind that sticks on him and not me and everywhere else), I have a stun gun, and a knife nearby! LOL no one's getting away with anything around me!

If a person comes into your property without your permission, he is trespassing. You should be able to get a witness and report it to the police for actions.

Put up a fence?
How about a powerful motion sensor spot light where he can't reach?

Another way to deal with this is, you can use a curtain or some kind of window covering so a person cannot look in. If you remove the attraction, then the _perp_ will move on....

Install a video camera pointing towards the window that he is peeping into. Even if he unscrews the porch light, it will capture him unscrewing it. Then hand the tape over to the police.

buy a german shepherd and when he is peeping in release the dog. or just open the door shoot him and put a screwdriver (not from inside your home and remember to wipe off fingerprints) in his hand and say he was trying to break in! (remember to gouge the door a little so it looks convincing!) option 3 put some bare wires coming out of the socket around the bulb so when he tries to unscrew it it electrocutes him! option 4 and the most sensible buy a curtain that covers the window and close the curtain

Tell her to get an infrared camera and have some one put it up on her porch at the ceiling area. I love this kind of stuff, because people are so dumb to think that they can get away with it forever.

She needs to make sure that it is hooked up to a VCR to be able to tape it. After she finds out who is doing it she can turn it over to the police for them to see it and they can arrest the person that's doing it.

Camera's these days are not as expensive as they use to be. It needs to be infrared so that it will be able to pick up the person in the dark.

Have her keep calling the police. Threaten to get a lawyer involved if the police keep balking.

See if she can get a motion sensor alarm for her porch that makes a chime when someone steps on to it.

The police should be able to do something before something is done to her.

I don't know about legal preventative measures, but she could always invest in opaque blinds for her windows. other than that, she could plant tall bushes outside her window or put something in the peeping tom's way so that he makes noise when he shows up, or she could invest in a motion sensitive light mounted somewhere out of his reach.
