It ~was~ to be used for EDUCATION.
Nobody is overseeing that it's being spent that way.
I do believe though, that it goes state by state as to the dictates of appropriations.
I figure that lottery collections are a hotbed of hand-in-the-till acts of distribution --all over the USA.

It was originally designed as a tax on stupidity. It certainly has achieved it's aim. There appears to be a whole lot of stupidity out there because the tax millions from the Lotto keep on rolling in!
Did you know (and this is completely true) that your chances of winning the lottery are very substantially less than your chances of dying (irrespective of age or health) in the period between buying the ticket and the draw being announced. Even if you buy the ticket at the very last moment you can before the draw closes.
Your chances of being hit by lightning whilst you wait for the draw are about ten-thousand times greater than your chances of winning it.

The British Lottery was for projects of social concern and the deprived I.e. Youth projects it was forbidden to fund the NHS and such like
How the hell thy got round to "loaning" money for the dome ( not re-payed ) is a mystery and I beleive it either negligent or fraudulent
The terrible thing is that it would appear that if your society is one to undermine the counrty it will have a better chance of a grant
So I suggest that the Osman Bin Ladeb Bomb Making society stands an excellent chance of a grant

Virginia voted against it until the lying politicians said that after operating costs 100% would go to the school system.
I don't think 70% is needed for operating costs.
Doug the cheating Wilder stole it all for the general budget and now schools only get about 10%.

Its always for jobs, education and senior citizens and then when the politicians get the money flowing its for them. But its always stated that its for the great stuff in the world...but gets waylaid. hey, anytime you have cash and politicans in the same room the cash will not be there when the polis leave the room. Lottery is a sucker's game.

i know what it is being used for now.
Benefits advisors for immigrants.
Mosques.
Plastercasts of pregnant limbless women in trafalgar square.
Inner city radio stations playing black music of talentless reggae bands.
Anything the fund co-ordinators think will make them look cool and trendy while at the same time ignoring the needs of the many.Especially if its medical needs.
