It used to be overtime after 8 hours. The Democratic Congress killed that in the '80's.

That isn't quite what happened.
He's trying to get legislation passed that would reclassify some jobs so that people who are currently eligible would be exempt from overtime pay:

I agree with the President.
Overtime is often abused by unscrupulous workers. We need to reign in these abuses.
