The northern border of Wisconsin borders the Upper Peninsula of Michigan.

Ontario is the best answer, however it is a province and not a state.

Wisconsin and Illinois might be good answers depending on how state bounderies are treated in the Great Lakes. Does the boundary extend to a halfway point in the lake?
