It's both. A raw talent certainly helps, but even the best actors have had training and learned from others. If you don't have any raw talent, it is harder, but it can be done. The best thing to do while acting, is not act at all.

I believe anyone can learn to become an ok actor, singer, or dancer. However, what sets ok actors apart from extraordinary actors is an innate talent and a burning passion.

Anyone can learn good acting technique, and learn to do it relatively well. But the best of the best actors do have a natural in-born *something* that sets them apart a bit- a combination of charisma, talent, and a not-quite-definable something that can't be learned.

Much of a doctor's skill is probably inborn a natural talent and a good bedside manner. I do not believe a person can become a good doctor by learning how to. It's not like acting or speech making.

A person must have an urgent desire to help others in order to become a good doctor.

Same for nurses and others who work in the health sector and help patients get well.

To have natural talent definitely helps and to be taught is just drawing out all the strong points.
But you can be taught certain things which you can use to improve.
