Here's why: Motorcycles under 250ccs or a certain horsepower in some areas, are not allowed on highways because they are underpowered. They are also required to have turn signals, brake lights and assorted other safety features an ATV likely will not.
A lot of heavily modified motorcycles that don't have mufflers(baffles) turn signals, horns and so on get by the law by claiming these items were not original equipment and therefore not required. So would be the case with a custom build bike.
The other issue is stability. An ATV is not designed for high speed cruise down paved road in traffic. Motorcycle presumably are. They have greater braking capacity, corning ability and acceleration. So when you see those signs, no motor driven cycles, etc. It means no mopeds, minibikes, ATVs or dirt bikes that aren't street legal.

The number of wheels is not the issue.
Motorcycles are licensed and registered by the state's motor vehicle department to be operated on public streets and highways.
ATV and similar motorized craft are not licensed for use on public streets or highways. Because they are not licensed to do so it is illegal to do so.
Agricultural motorized equipment are exempt from the license but can be driven on streets and highways only in the normal conduct of agricultural activity (e.g. driving from the farm house to the field down the street, or even taking a load of grain to the elevator in town).
Remember that driving is a licensed activity. This means that the governmental unit permits you to drive so long as you comply with the legal criteria associated with driving. A license is a permission to do something provided you meet the performance criteria. Motor vehicle licensing is the same way.

if the ATV has been inspected by the state Highway patrol, and has been allowed to be licensed as a motorcycle (which is what they are) then you can drive them on the public access roads.
but they have to comply to everything that a motorcycle of the same size (based on engine size) dose. few ATVs can do this. some states avoid the hassle all together and say that they are not street legal vehicles

Motorcycles must also be registered, inspected and insured; that's why some bikes are permitted on the street while others (dirt bikes and racing bikes) are not permitted to be operated except off-road or on race tracks.
The number of wheels on a vehicle have no bearing upon their legal status (there are two wheels, three wheels, four wheels, six wheels, and up to eighteen wheels on most streetable vehicles.

Some states will allow them on public roads.
Especially in cold regions, as snowmobiles are.
They have to be fully registered (license plate), insured, able to pass your states inspection and the operator has to be a licensed driver (car license).
Quads, or ATVs cannot be driven on the highway because they are unstable at high speeds.
The tires are not rated for street use.
They're balloon tires for the dirt.
The tires act as the suspension and bounce all over the place.
Hence, not for street use.

Well in Wyoming you CAN ride ATVs on the highway.
They must be licenced and have the same minimum equipment as a motorcycle.

if it has insurance and is registered as a road vehical .and has a inspection ,,and can go the speed limit...have at it.MOST ATVs are not cars or trucks....
