I am 21, but I am very petite as well. I wear designer jeans like Seven for All Man Kind, and my favorite jeans are Hudson.
But if you're 13 you may not want to spend that much money on jeans because you're still growing. I would try Abercrombie & Fitch jeans, they are pretty small, and make your butt look pretty good! You also may want to look at these sites for jeans:

I found success at GAP. They make a variety of sizes, ankle, regular and long. I'm short and curvy with a short waist, and they are by far the best. I have tall skinny friends who find great jeans there too.

There's some stores u can try, one is called Plato's Closet, at http://www.platoscloset.com. They have jeans fitting anyone there. You can also try Gap and Old Navy. Also some stores sell a special brand of Levi's that are called Slim Fits.

Angels jeans are great, they are very cute with designs on pockets, and matching belts. Most of them are slightly bootcut, and have longer inseams. I have found them on Jcpenney.com, mervynn's. you can run a yahoo search, and probably find a store online, or a store near you that carries them. They are a little expensive, but are on sale a lot, especially with summer here.

Try Wetseal or H&M. Here, you can get jeans for very cheap and their material is great. You dont have to worry about shrinkage or tearing. I am tall too, i am 5'8 and these are the only places i go to get jeans.
Alot of people are going to say Forever 21 or something, but the material for their clothes are the worst, they end up shrinking and tearing or already torn when you buy them.

My little sister has the same problem, but I took her shopping and we found some that fit really well at pacsun, aeropostal, and dickies jeans run small so they are perfect. Also I would try wet seal.

Try at 5, 7, 9, store, they have pants that run smaller or Limited too. Both stores have hard to find sizes.
