Interesting Q! History indicates that it is the hunger and appetite for power over others that causes war: and, that kind of power-hunger, in sequence, follows the kind of wealth position and prosperity where you can afford war, which is a very expensive game! Abraham Maslow's theory that the need for recognition and power in man arises and takes the form of an urge, after man has the basic needs met: in my view, it applies to States (countries), too, because the behaviour of countries, is collective behaviour of people. Therefore, after you spend a lot of money, all that money that you allocated for war preparations, to eradicate poverty, and after you thus met the basic needs of people in many parts of the poverty-stricken world, in all good intentions and in nobility, what you cause really, is the elevation of those poor people to a position, where now they want power over others, over neighbours, through war and victory in war! It follows that some poverty (watch my word, poverty, and not misery and hardship!), helps, in some people, at least, the suppression of the urge to go to war: for, they are fighting poverty for the present, that being their priority. When the affluent spend on war preparations, they may not actually go to war, because of the deterrence power over one another, because of the fear of possible loss in war, as all affluent people are spending on war efforts and building up 'second strike capability' thereby making results of war unpredictable! So, let some people spend on war preparedness: but, let us, the more sensible among us, collect together and fight poverty the way we best can! But don't let us overdo it, because, in pockets of poverty there is some happiness, contented feeling, some love for one another, if from mutual sympathy! Though, finally, we don't want War, we don't want poverty either!

Yes, if all the money put towards war was put towards charity, we would have enough money to end not only world hunger, but also poverty in general. We could provide food, clothes, shelter, education, and healthcare to everyone in the world with just a fraction of what is spent on the military.
Unfortunately, that won't happen, because of the military industrial complex.
Military companies make a lot of profit from government contracts. There profits depend on the government spending its money on military (e.g. weapons production, etc.). These companies use some of their massive profits to bribe and lobby politicians, so that those politicians will vote for military contracts and military expenses.

The time and effort we spend on war would be such a positive effect if we put all of that towards not only world hunger....but to many things that could bring us to a better and brighter future.
The last time I remember...the amount of money spent on the Iraqi war was 50 billion dollars (not kidding). that was back in November, and isn't Bush asking for more money?
if we could have spent this money on cures, and food for the poor, our world would be such a better place to live in.
