We don't vote for bills on the national ballot, you need to speak with your senator or congressperson about presenting a bill for you. Start lobbying Washington

You can't - there's no such thing as a national referendum.

If you really think there should be, maybe you can try supporting the Mike Gravel campaign. He's running for President and that's his main issue. You should be aware though, that he has about zero chance of winning.
