I've never really figured it out, but I have an idea, is it because his mom, Angela, looked into the ashes?

Angela was Frank McCourt's late mother. I believe the book is a tribute to her suffering. I do not recall the significance of the title, however.

Angela was his infant sister who had died, and when we die, it is dust to dust, ashes to ashes.
