It actually means 'from the books', and it is used inside a book cover, generally on a decorative sticker or label, to show whose book it is.

It means "from the library". You can see it in a book plate stuck inside the cover of a book, where it is followed by the name of the person who owns the book. In English, we would say "from the library of" but Latin doesn't do that.
