It can be a liquid or solid.

Clay, or Plaster would both work, although plaster may produce some slight irritation to the skin, but nothing more than a slight rash, but it wouldn't require the firing that a clay mold would.
Another good candidate would be silicone rubber, which can be used to form a casting of the molded object using a more heat and distortion resistant material, and then used to form a hard plastic mold of the origional object.

Terra Cotta Earthenware Clay. Moldable before being heated to 'lock' the finished shape. Adding water will restore it's ability to be molded if you make a mistake and sponges can be used to fine tune details of impressions, edges, etc. That is, unless you've already baked it. You can also try plaster but it's less user-friendly. Good luck!

My physical therapist molded a brace for my arm out of some mysterious plastic like substance that fit those qualifications.

No idea what it's called...but check with your local PT providers. They may be able to help you.

Try "Sculpy" clay, it will need to be baked "in a normal oven" to harden but other than that, it fits what you described.

Have you considered "BONDO"? It hardens in minutes and is available at any auto parts store. Good luck!
