Yes they can, but it still has to go back to the house as amended, then it can go to the pres.

No they can change the bill but the changes would have to be passed through congress again. The President is going to sign it however so there is no reason to change it.

The President is totally on board with it - in fact, it was his idea, and Congress agreed. The only people who AREN'T are the people who matter - the citizens of the United States.

Why would they want to do this? As it stands, it is the bill Bush wrote himself (assuming he can actually write)!
