Proper training. A love of food. And experimental. A chef needs to know the fundamentals of cooking techniques. For example grilling and stewing. And able to discern the freshest food product. Second a love of food is a must. Third, a good chef needs to be creative and take chances. Of course in a professional kitchen it's the executive chef that takes the chances no one else.

A good chef knows what spices complement which foods, doesn't have to work with a recipe in front of them, and can improvise with what's on hand when needed.
