the Kids soundtrack (mostly Folk Implosion) is great. You can't go wrong with the Beatles (Abbey Road in particular, White Album, Sgt. Peppers and Let It Be are really good choices... figure they were more stoned towards the end so they're catering to you). The Yo La Tengo record I Can Hear the Heart Beating As One is good too. Wowee Zowee by Pavement.

If I was so inclined to be stoned, I guess it would be the version of Comfortably Numb, off the Delicate Sound Of Thunder album by Pink Floyd. Its a way better version than the one from The Wall.

I would say Augustus Pablo, Bob Marley (of course), Barrington Levy, Steel Pulse or Black Uhuru. Though it really depends on your musical taste. If you say what type of music you like I can advise other bands.
