apart from the fact i knew someone who rode his bike so he wouldnt get done for drink driving, when he went to court and told them this they didnt care.
Drunkenness
The Licensing Act 1872 created two main kinds of drunkenness offence:
1) Simple drunkenness - being drunk on any highway or other public place,
or on any licensed premises. It also provided an offence of being drunk
while in charge on a public highway of any carriage – which includes a
bicycle, a horse, cattle (which includes pigs and sheep), a steam engine,
or when in charge of a loaded firearm.
2) Drunkenness with aggravation, which includes being drunk and disorderly;
refusing to leave licensed premises when requested; being drunk whilst in
possession of any loaded firearms or while having charge of a child aged
under seven.

Yes it is and people can be prosecuted in the same way that drink drivers are. There are however only a very small number of prosecutions each year (around 40-50) because there is little danger that a drunk cyclist will do much damage (and will more than likely do most damage to themselves), so in most cases the Police will stop the cyclist and tell them to get off their bike and walk with it for the rest of the way home.

Under the influence of what? If we are talking about Alcohol then yes. The current penalty for this offence is to have your cycling proficiency license revoked. You may also be required to undergo therapy sessions to deal with your dependence on your bike. If you are going to get blind, steaming, rat faced then you should travel by Bus or on foot. Crawling under the influence is also prohibited and can result in the revocation of your nappy.

i've got faith it may basically be seen 'below the effect'. such as you get a DUI (using below the effect) as unfavorable to 'using below the effect of alcohol'. yes being in charge of a bike motorised or not on the roads is illegal but i have witnessed many times a man coming from the club mortal drunk on a electric wheel chair why does he not get stopped ?Dave
