The green tells me that you most likely have a Dell. If you have a 4MB Video card (Wow!), you won't be able to play many games, if any.
In terms of the upgrade, I would almost venture to guess that you may want to upgrade your whole system. Dell is having some amazing sales right now (check out techbargains.com) and you can probably pick something up for about $400-$500 that will allow you to play modern games. An upgrade of your computer would be about the same price (Video Card, RAM and possible CPU upgrade).

Well you can right click the my computer icon and go to hardware and then device manager. By clicking through the list will tell you what kind of video card you have. However if the card is only 4mb you will not have many upgrade options. WOuld suggest going to a new computer entirely as if the card is that old then the other components are as well and most newer games will not really work well on such older hardware. The minimum requirements for most games now are usually a 64 or 128 mb card.

4MB Video Card is a telltale sign of a very old computer, probably barely running XP. Unfortunately, the best thing would be to simply buy a new machine, or fortunately if you have the $$$.
Computer architecture changes so much in just a few years. You probably will be able to upgrade your machine a little bit, probably Video PCI cards, maybe up to 32 or 64mb, would depend on your motherboard. Might be able to add some RAM too, but prolly not much and you won't be able to buy it new.
Go to a computer tech shop with RAM and Card in hand or your computer box, see what they have to offer. Preferably a tech store/shop where they sell lots of computer stuff and also work on them as well. They'd give you advice to sell you stuff.
The big department stores will sell a computer for less than $500. Work hard this summer, mow a few lawns, trim a few trees, save your dollars.

You probably have an AGP slot. Check you motherboard's manual for more information on it. You can also download the manual from the manufacturer's website.
