128kbps is really only downloading at 16KBps. There is a difference between kb (kilobit) and KB (kilobyte)...there are 8 bits in a byte, so take 128 divided by 8 and get 16 (your actual download speed that shows). If you are doing anything else, that will knock the speed down a lot.

kbps means kilobytes per second. Basically, its a transfer rate, or the speed at which dowloads to your computer will happen. The Base means that they will guarantee at least that under ideal conditions when a server isn't experiencing heavy load. Max means that no matter what your connection won't get faster than that because the company will put a stop on the transfer rate. Don't know what the download limits are, I can only assume that you are contacting a satellite internet provider and those are the transfer limits they are setting for you for bandwith, but those seem a little low.

The alloted bandwidth is 128 but in reality the transfer rate will be much less. But if you have a DSL connection you should get around 9-10 Kbps. contact yor service provider

It also depends what files you're downloading, some websites will just be slow. Try searching for an internet speed test, such as http://www.speedtest.net/
