You have to determine if the problem is inside the tank or somewhere else. The easiest way to do this is to split the connector to the fuel tank at the rear, turn the ignition on and observe the fuel guage, it should be off the scale over full. Now connect the fuel sense wire and ground wire to the tank at the rear and observe the guage, it should now be at empty or very close to it. If these tests are as stated, you have a problem inside the tank. If you have different results than stated, the problem exists in the cars wiring or the instrument cluster. Good luck.

If the guage isn't registering anything, then try making sure that the ground wire is okay at the tank, but other than that, you are probably going to have to replace the fuel pump module, as it houses the float for the guage. Good luck.
