Most MLS's across the nation restrict paid access to their systems to real estate agents and other related trades, such as appraisers, who have a legitimate need to access the information contained in the MLS. My particular MLS does this, and has other agreements to provide MLS digital lock box privileges to others, such as home inspectors, but no access to the MLS information.

As far as fees go, they vary from MLS to MLS. You need to contact the MLS in the area you wish to gain access and inquire about membership costs and requirements.
Bear in mind that MLS's are organizations developed and paid for by real estate members. The MLS is for their benefit, and not generally for public benefit.
