I feel that it describes the waning phase of a relationship, where he is still quite emotionally tied to her while she has, for the most part, moved on. She's partying and branching out, being strong in her move for independence. However, when she's drunk or high, her front dissolves and she comes back crying. She's trying to leave but still working on the genuine courage to do it. This maneuver is really putting him through a lot, and he's trying to resolve himself to ignore her tears and make the final break. Even when "the sun comes up tomorrow," he's got to just let it go.

It's about letting a woman cry if she's crying. If she's not allowed to cry and keeps it all bottled up, she'll end up with ulcers - or so the song would imply.

I always thought it was about a mentally unstable or depressed wife/girlfriend with an alcohol problem, putting her husband/boyfriend through the mill and testing his love for her.
