Because many that could be voted in by the fans may have pitched the day before and would not be available to pitch in the All-Star game. Therefore, the manager who has knowledge of this information can select pitchers that would be available to throw an inning or two. The main goal is not to upset the pitching rotation when the season resumes after the All-Star game.

We have the right to vote in who his players are, but he still has to make a game plan and try to ensure that his team wins; not only for bragging rights but because that side will host the world series.
Just imagine if we took this priviledge away from our All Star coaches...in a few years we might be voting during a game on whether a player should swing or not, or maybe what pitch a pitcher should throw. I think we should leave well enough alone and let the game show itself off. But I believe strategy and the fact that it is such an honor to be the starter. It's not a popularity contest to start as it is to get in. The starter is set forth by a knowledgable manager, and not a million or so people who think they know as much as a manager.

The public can't vote on the starting pitcher because each MLB team has 5 starting pitchers, but only one usual starting player at every other position. The ballot would be too large for the pitching position, with about 80 names for just the National League. Plus, some relief pitchers even make the All-star team too, and they couldn't be left out. There would just be too many options to choose from, so they leave it up to the manager.

Let's see.... they already vote for the wrong people. I mean, come on! David Oritz does not even play first base! And Giambi being second! What is wrong with you people who vote for them?? And the best player this year so far (Mags Ordonez) is not even in the the top 5 of outfielders! There is no way in hell that you can say the Manny, Damon, and especially Abreu are more deserving. Then there is Robinson Cano and his dangerous .264 average! Look out there. He is way more deserving than BJ Upton or Polanco.
This is why the All Star game is a complete joke. You let the fans vote, and they will screw it up. This game is a popularity contest, yet they want it to count for something! You are going to give home field advantage to teams picked by these fans? God help us all.

Because having regular players voted in who dont belong is enough. Fan voting is a popularity contest.

Because "people" are stupid.
For example, this year many would vote for Dice-K even though he is mediocre at best.
