Electromagnetic charge is usually the amount of negative charge associated with an object.

A Helium atom has an electromagnetic charge of 'e', which is the charge held by one electron. A "lump" of helium with 20 atoms in it would expect to have a charge of 20e.
Of course charge can be moved around, as electrons break away from their nuclei.
