Maybe you should broaden your bull-spotting area.

Bulls are not mostly white. It depends what breed the bull is, as in what type of 'cattle' or 'cows'. Many bulls are black. Just think of the bulls that they use in bull fighting.
I have seen many black and white bulls. I have seen brown and white bulls. I have seen highland cattle bulls. There are many breeds of cattle.
A few are all white. The bull is prized because of it's characteristics for breeding. So a white bull of a certain breed would be prized for its outstanding characteristics.
It's like dog breeds, or cat breeds.

Here's a link about the British White Breed, and the American White Breed

and look at the many different breeds there:

Bulls can be any color. Angus are black, Herefords are red and white, Holsteins are black and white, Jerseys are fawn or gold. They're whatever color their breed happens to be. The only pure white or cream colored breed of cattle I know is a beef breed called Charolais. Of course there could be others.

Why do you think all bulls are white?

They're not ....... it depends on the breed and as breeds tend to be geographically established, they're probably just mostly white near you :)

Why does everything have to be a Black/White issue. Can't we all just get along in racial harmony!

All down to breed. Dexters are black and red, Jerseys are golden brown, Red Polls are, well, red.

They're not. It depends upon the breed of cattle involved.
