The top Art Fair in the UK, in my opinion, is the Affordable Art Fair which takes place in Battersea Park twice a year. The next fair will be in October. Of course, the Affordable's success has allowed it to spread more widely across the UK and beyond. I do not believe you need gallery representation but, be warned, we are speaking VERY EXPENSIVE for a pitch here ... and you will go through a selection process!
There is also the Inspired Art Fair which takes place at least once a month around the Spitalfields area in London. This hasn't the high-profile of the Affordable, but it only costs in excess of £100 ... I think.

All the top art fairs require gallery representation. They do not offer booths to individuals.

Coconut Grove Arts festival in Miami, Florida!!! It's amazing, they have many artists from around the U.S, you have to be selected to have a booth. Wide variety of types of art and this happens every year around february.
