Its going to cost 10 to$ 20000 to find out how much my project will cost is there any other way .

if 10k to 20k is a problem for you, you aren't ready to be a land developer. Thus, what you need is a deal with someone who is a developer who'll handle the up front costs in exchange for cutting you in on the back end.

{Don't give up your day job.}

That means finding a few developers who do deals of the right size in your area and approaching them with a proposition -- "if I find and bring to you a deal that you ultimately do, will you pay me x% after you close?"

An honest one will answer that proposition straight off or respond with a counter-offer {"y% and only as a LP in the deal"}.

The others you permanently strike from your list of people you'll do business with {on the same side of the table -- it is ok to sell stuff to them or even buy from them as long as you're watching your wallet the whole time}.

If you are worried about that amount of $, you could be under-financed on the deal. There are many more expenses that will be heading your way both expected and unexpected.
Find some deeper pockets and don't try to save on engineering, or on contractors. Use the best available talent.

Check with country zoning; they will be the people who can tell you what HAS to be done and possibly even if the pricing in question is accurate.

Doesn't sound off to me.
