what is the report that shows the worth of a business in terms of resources, debts and the investment of an owner?

There is no single report for this. A company is worth what someone else wants to pay. It's a combination of the assets, sales projections, intellectual property, debt to equity ratio, and what benefits a prospective buyer sees in the business. In a manufacturing company, it also depends where the products are in their lifecycle curves.

Its the annual report and it usually contains the Balance sheet and the profit and loss account amongst others.

do not confuse this with how much the business will sell for -- it could sell for far more or less than the recorded owner's equity. If it isn't your business and someone is trying to sell it to you, you'd be wise to assume that the balance sheet isn't what it appears to be and conduct your own investigation.
