not better, just better able to do the job. kgb agents do not operate under the restrictions that cia agents do and are not the least bit worried about how their actions will affect public opinion therefore they get better intelligence.

Probably they dont as they lost the cold war.
And how many CIA people defected to the KGB? Maybe we will never find out. Truth could be more but CIA wouldnt tell of course!

Well KGB is grossly underpaid, but they are able to bend the rules much more as corruption is more prevlant. CIA gets paid well but has tons of paperwork and people checking in on them. Either one you have to like what you do to actually make it worth it.
