The most energy efficient system being touted at the moment is the condensing combination boiler.
All new boilers shuld carry an energy efficiency rating,just like a fridge or a washing machine has for several years now.Look for the label and ask the manufacturer and your plumber.
They are expensive to buy,but should show lower running costs over the life of the boiler,say ten years.
The Carbon Trust has some good information,as does the Centre for Alternative Technology in Machynlleth,Wales.
Your choice of boiler of course will depend on where you live. For example do you have access to mains gas?
Tank gas is expensive,as is heating oil.
Storage heaters are horrifically inefficient and are really a last option,as I do not belive that they are an effective form of heating.
The only advantage is ease of installation,and the lack of plumbing pipes.
I am quite fortunate in that I have a supply of wood,and do not live in the smokeless zone,so I am on free fuel for most of the winter,topped up by mains gas condensing combi boiler.
You can make an efficient system by using zone valves,ensuring that you reduce draughts,double or secondary glazing,and insulating your loft and cavities if you have them.
Sometimes grants are available to upgrade your insulation,an possibly to help with the cost of instaling central heating,check out your local authority,and check on the web.
Be careful of companies who offer grant aided products directly though,sometimes you are not eligible for assistance.
Also bear in mind that fuel prices do differ and we are now heavily reliant on imported Russian gas.
Expect to pay around £3500 for a complete central heating system,installed, in a 3 bedroom house that has never had central heating,or around £2000 for a boiler replacement in a house with radiators.
Also ensure that any installation is compliant with current building regulations,found out by contacting your local authority planning team.

Gas, We had electric and it cost a fortune. With the gas it really does work out cheaper.
