There is a very bright geostationary sat. to the west of me, NE USA, that is only visible till about 10 or 11 my time, then disappears. I have not yet figured out which one it is but if I can find out what time it actually goes "out", I can figure out which it is from the site below. It is not the ISS.

More than likely it is the Planet Venus if your looking West in the same plane that the sun travels before sunset.
Get a good pair of binoculars and take a peep at it, if it has blinking lights its a UFO. ONLY meaning you don't know what it is!
Venus Saturn and Jupiter are all in the sky, with Jupiter rising at a later hour, Venus is visible immediately after sunset... look up the positions on any astronomy site like www.astronomy.com or www.thenightsky.com.
These will likely identify what you are looking at. Good Luck!

It's almost certainly Venus. Normal satellites (including the International Space Station) all move fast enough that their motion is obvious in seconds, and would be out of sight within five minutes. All geosynchonous satellites are in very high orbits and so are very faint, requiring a telescope to see them. So really the only possible answer is the planet Venus.

Could it be the planet Venus which does appear bright in the California sky and sometimes termed the "Morning Star" despite the fact everyone knows it's second planet from the sun. There is NASA/Ames Research center not far from where you live (close to Moffet Field AFB) so feel free to call or write them, but it does sound like you are tracking planetary rather than UFO movement. LLL (Lawrence Livermore Lab) is one of those secret paranoid facilities which probably does have a spysat or two lurking around, but not likely it's focused on your bedroom or backyard or mine either and California's number one agricultural moneymaker is still pot and not too many busts are made.
Another thing to keep in mind when the conspiracy theory folks get to muttering about just how high tech and spysat saturated we are, is ask them how come the bulk of Southern California is populated by lousy actors and illegal immigrants.
Possibly you have also noted a satellite in geosynchronous orbit, but if so, movement would not be so discernable as these move at the same rate as the earth turns and their positions are more or less "fixed" to the observing eye. Useful sites for ya: http://www.NASA.gov will give you contact info for their California installations, trustworthy UFO info can be obtained from http://www.MUFON.com for national and you can also try http://www.CaliforniaMUFON.com as these people for the most part are professional scientists with more credentials than an FBI or CIA agent and they will train you to become a UFO field investigator if you would like to learn to distinguish the difference between Hollywood and Roswell, NM events. Google, Yahoo or ask.com can provide you with reputable sites such as astronomical society in your state or contact one of your universities astronomy departments and join or buy a telescope to DIY. NASA has been most cooperative and responsive to my professional as well as more mundane questions for the past 40 years, AAS has never made me feel like I was stupid and you just might find yourself joining the amateur astronomy contingent with a new hobby people will be glad to help you enter.

About 99 times out of 1000, someone who reports things like this is looking at Venus. Or Mars, or the moon, or a streetlight.
A satellite would take about 10 or 15 minutes to move all the way across the sky.

Get a close look by using binocular. Report to a local news station and ask them what is going on. Also a Police.

If it is in the western sky, just above the horizon, it is the planet Jupiter, which at times is the brightest object in the sky.
