Why we don't try to create a environment which is sutaible for human beings in future on MOON?

But we try to find a environment on Mars which is existing in past or not?

Because there has no oxygen, nor water on the moon.

We will but it will be a purely scientific outpost. People tout that the moon is rich in natural resources but there's nothing there we can't find here a lot cheaper.

Wait- we will. Moon rocks contain more free energy than all the resources Earth has, you think nations from Earth will let it sit still for long?
