After 10 years, with $ 125 Security Deposit, should my rental REFUND included INTEREST more than $ 38. (shouldn't it be close to double). What is the formula ?

You don't say where you are. In Pennsylvania, in the US, the landlord only owes 2% interest. We actually have a law, requiring the interest payment. The landlord is not a bank.

I think your lucky you got any interest as I am a leasing agent and I have never seen interest added to any deposit refunds

yes, he should pay you more than $38 interest, search up the interest rate laws in your state.
