I don't know what is wrong but everytime my brother in-law starts his computer it freezes at the point where it says Start windows normaly. Would he have a virus or what because he can't get anywhere with it. Thanks for your help in advance.

Instead of choosing "Start Windows Normally", try to choose "Last Known Configuration" or something on one of the choices and see whether you are able to boot your PC.

If you can't, then try to choose "Safe Mode". If you are not even able to load safe mode, then you may have corrupted OS file. If that is the case, the only way is to reinstall your XP by formatting your drive.

Hope that helps =)

Boot to safe mode (usually f8) reload yourdrivers (esp video driver). Reboot. Then to safe mode again, then go into ad remove programs and remove all the spyware, malware and red flag software on the system such as AOell, limwire, banzaibuddy, smileys, free screensavers, webshots, hotbar, etc. Reboot. It may comeup normally now.

I think he should REPAIR his installation of Windows XP.

Boot from the installation CD and select REPAIR option when asked.

This would solve the issue hopefully.
