It is admirable that you ask this, rather than just looking at having fun as your goal. Make a list of things you think the country needs, whether it be honest politicians, better teachers, an improved environment, stronger defense, etc. Of course, not everyone will agree with you, no matter what you think is important, but you can only worry about your own beliefs.
Then look at your own capabilities and strengths, and see what you have to contribute. Can you run for office, go to school to take a job which would improve the country, join an organization, vote for those who can do these things?
Finally, carry through on this. Don't just sit around complaining about the country (I'm not suggesting that you do this now, but many people do), but take action to make it a better place. Become involved. Yes, you are only one person, but making that one person an effective one is a start.
I just read about a man who started hundreds of schools, primarily for girls, in the areas of Pakistan and Afghanistan which were previously only served by radical madrassas. He was a mountain climber who didn't even have money to live in his own apartment, but he managed to convince others to provide what he needed to get things done. I'm not saying that we can all be that effective, but certainly it is possible for most of us to do far more than we have been doing to make our countries (and world) a better place.

Rarely one gets across a person willing to serve country in the best possible way. Am very very proud of you and your country ( I fervently hope you are an Indian .. am Indian, that's why).
You can learn about various things and spread the knowledge so learned in the masses. You can set up various organisations to serve your people in a better and all encompassing way.
Set up schools, colleges, hospitals.
The list is endless.
I wish you the best.

I guest this joke has a answer to your question...
Hillary Clinton gets elected President and is spending her first night in the White House. She has waited so long..........
The ghost of George Washington appears, and Hillary says,
"How can I best serve my country?"
Washington says, "Never tell a lie."
"Ouch!" Says Hillary, "I don't know about that."
The next night, the ghost of Thomas Jefferson appears...
Hillary says, "How can I best serve my country?"
Jefferson says, "Listen to the people."
"Ohhh! I really don't want to do that."
On the third night, the ghost of Abe Lincoln appears
Hillary says, "How can I best serve my country?"
Lincoln says,
"Go to the theatre."
Hope you got the massage........lol

That depends on which country you are from... I guess from your name that you may be Indian? There are plenty of schools/organizations in India to which you could pledge your time and skills. Look around on the Internet! There's a lot to do!
