Iexplorer.exe or IE is MSWindows internet browser software of Microsoft (similar to Netscape/Opera/Firefox). Obviously, you cant use this software if you dont have an internet connection.

Explorer is MS Windows file browser. The software that helps you browse your file in your PC or in a network (if you're in a LAN/WAN). You can use this even without an internet connection. Explorer.exe is automatically fired up by Windows on startup to run in the background as shell.

Explorer.exe is known as Windows Explorer and it is what manages your desktop, your taskbar, alt-tab etc...

IExplore.exe is Internet Explorer, the web-browser.
