there are a few ways to know. first; is to put your finger in the ground about an inch down. if the soil is still moist then hold off on the watering but if its dry then water the thirsty things.
another way to tell is to look at the leaves. if they are turning yellow and dry then they arent getting enough water. but if they are green and wilting then youre giving them to much water.
and one way to be sure, just water them once a day if theyre full sun.
i prefer the finger method personally. you will get to know your plant alot better.

It sounds like too much to me! They need a little extra water at first to get established, but after the first day or so, you should water them when the soil is dry. To test, wiggle your finger in the dirt for about 1 inch -- if it's dry, give them some water.
It really depends on your climate, and if you have mulch, and also whether your bed is in the shade or not. If you have a shady garden with mulch, and it rains a lot, you may not need to water after the first week or so. OTOH, if you live in the desert, with a sunny bed and no mulch, make good friends with your watering can -- twice a day may be just right.
One more thing -- it depends on your plants. Some plants can take dry climates (most Mediterranean herbs), others like it wet, wet, wet (irises, lemon balm).

simple! if the leaves start to turn a yellowish color then you are over watering them.
if you just want to make sure then just let up on the watering a little maybe just once a day.

How long are you watering, & how? Yellowing foliage = overwatering. Brown edges (& more) = underwatering.

if they are in the ground you might be ok.. but watering 2x daily might be too much...stick you finger in the dirt and see how wet or dry the soil is.. if your plants are in pots then that defiantly is too much even if the have drainage.. good luck.. i water my potted plants every other day.. sometimes every other 3rd day
