I also get the same email message. I feel great to be at level 2 as now I can do more thing. It really take me many hours and replies to get to level 2. I think that is why Yahoo congratulate us for reaching level 2.
Now I am trying my best to get to level 3 though it is very long way.

I think they do that every time you move to another level. They did that to me, too. I guess it's kind of a congratulatory thing for making a new level. CONGRATULATIONS!!!!!
