I've noticed the weatherman will say partly cloudy one day and party sunny the next!

No... Usuially partly sunny means more sun than clouds and partly cloudy means more clouds than sun... I asked a weatherman that same question...

i think that partly sunny implies that it is mostly cloudy and partly cloudy implies that it is mostly sunny....hence the word "part" suggestion that the sky is primarily cloudy or sunny.

the weather mumbo jumbo confuses us all. i say lets look out the window and decide for ourselves :P

i would say yes, but i think party cloudy means more cloudy and party sunny means more sun.
