Honey, bias is the least of the problems here.

I would say "A", unruly leads to bias.

A more unbiased approach to the question would be..."Does the school board have the right to remove parents who do not abide by Roberts Rules of order?"

If "c" were to be made biased...it would be..."Would you like fabulously fresh fruit or artery clogging french fries for lunch?"

Biased question is unfair question. You are siding the other one, the opponent.
