Edge, because he's Edge. Everyone either loves him or loves to hate him. Which basically means everyone loves him...
Then Randy Orton. His legend killer gimmick is finally back. Quite frankly, watching him give a concussion to every wrestler he faces is really entertaining. And his gimmick actually suits him.
Khali would be last on the list, because no one really buys his gimmick. He's just tall, and that's pretty much it. I mean, he can't wrestle, he can't act, he can't even talk!

Obviously the biggest heel, the best heel, and the lamest heel at his point who gets the biggest BOOs is none other then:
Vincent Kennedy McMahon.
When you can get another wrestling federation (TNA) to name a tagteam after you - VKM (yes they call themselves by the retarded name of Voodoo Kin Mafia) you know you're doing something right.
Edge would be a distant second to McMahon.

It has got to be Randy Orton. After what he has done to Shawn Micheals and R.V.D., two wrestling legends, he's got to be the #1 heel. I guess the next question we have to ask ourselves is who is Orton's next target....
