You can probably do it around $600 without monitor. The most important elements for a gaming PC are graphics adapter and RAM. Better to have GREAT video card with a good processor, than the other way around, since most botlenecks occur with the graphics adapter.
These days, build any gaming machine with 2GB of RAM (more if you're planning on running Vista)
If you're on a tight budget, get a GeForce 7600GT. If you've got more to spend, move up to a Radeon X1950 or Geforce 8600 (if you're building the best rig possible with little regard to price, that would be an 8800)
As for Processors, the Core 2 Duo is king, but anything from an AMD X2 3800+ on up will work fine- just buy as much speed as your overall budget allows. A gaming system with a $500 processor and a $100 video card will get beaten soundly by a $300 processor and $250 video card..

Oblivion and Crysis are some of today's most demanding games. You'll need a beefy video card, 2 GB of ram, a decent processor, high quality PSU and a motherboard to support all of these hardware.
You want to enjoy the game then spent close to $300 alone on a Video card. The Nvidia 7900 and higher should be sufficient and if you’re rich, go all the way to the Nvidia 8800 Ultra which cost over $800!!! The new 8seris card from Nvidia supports Direct X10 which is only available on vista. My guess is that within a year, game developers will abandon Direct X9 and go with X10.
Ram helps to run the came more smoothly. 1GB of ram is sufficient to run these games but I would recommend you to get 2GB of ram for the future of computer gaming.
Processor is the brain of the computer. Today, AMD and Intel have come out with duo core processors that are able to process multiple applications at once. Core 2 Duo is currently the best multi core processor out there followed by the AMD X2. Forget the Pentium 4s and get a multi core processor.
PSU or power supply unit is VERY IMPORTANT!!! A PSU supplies power to all the components in a computer. The newer graphic cards are extremely power-hungry and weak PSUs such as 300w and 350w are becoming useless in gaming rigs. I would recommend 400w at least.
Motherboards are the heart of the computer. All the hardwares connect to it. It is very import to get a motherboard that has the correct slots of the things you buy to put in the computer.
Computer gaming is VERY expensive. However, if you put in a few thousand dollars to build a gaming rig, expect better graphics and performance than the xbox 360 and the PS3. Also, don’t buy a gaming pre-built gaming rig because you’ll pay a lot more than you need to. Instead, but all the parts and build one yourself.
