A "blue moon" is the second full moon in any single calendar month. If you can see the full moon- that's it.

The two definitions of a Blue Moon are:

A Blue Moon is the third of four full moons in a season.
A Blue Moon is the second full moon in a calendar month

The second is by far the most common modern day definition.

As of this writing 11:15pm MST the Moon is at 99% full. By this time tomorrow night it will be the Blue Moon. The exact time depends on your longitude, but for all intents and purposes all night tomorrow night. The next Blue Moon will be in November 2009.
