so the arrow points to the engine are to the gas tank

depends on the car and the filter, most can only be installed one way, they also have a arrow pointing in the direction fuel flows, which is toward the engine.

Yes. They are directional in nature and usually have an arrow marked on them indicating the direction the fuel should flow (tank to engine).

Yes. Now for fun; from a philosophical point of view or just being silly, it doesn't matter. It depends upon the desired results. If all you want to do is put it in, then it doesn't matter. If you want it to perform it's intended function, then listen to the others...yes it does matter.

There should be directions or arrows or something. Don't get in a hurry. If uncertain, ask someone. It really is ok to ask for help.

yes it does thats why they have an arrow with the direction of flow

Yes it does. most fuel filters should have a label or a stamp on them that say "IN" or "OUT" I would look very closely to the filter prior to installing it in to the line. most cars now days have 2 completely different connectors on them to prevent inproper installation.
