You should consider the size of your tank and the adult size and behavior of the type of fish you want to keep as well.
Going with the number 7, you could get seven of any of the types of schooling fish (tetras, barbs, danios, etc. that need others of their own kind) and they will be fine with the others as company, but 7 of a territorial species like male bettas and flowerhorns may not be such a good idea, as you might get down to just one or a mated pair fairly quickly! Also, if you have a 20 gallon tank, there's a big difference in keeping 7 neon tetras (at just over 1 inch) and 7 goldfish or clown loaches which can top a foot each.

ADDITION: The inch per gallon rule hardly ever applys to fish larger than a neon tetra - you can't keep a 10 inch oscar in a 10 gallon tank (let alone 2 in one gallon!). Well that depends on the aquarium you have and what fish you are looking to purchase. To have a basic concept as we say in the pet store i work at Two fish Per Gallon. This is not exactly correct because fish come in so many sizes and have different aggression levels but like i said basic. here is an example. You get Blue neon's they are really small so about five can go with gallon rule plus you must have at least five for they are a schooling fish. As to say an Angel who will need around five gallons to his self because of his size and aggression towards other fish. Hope that helps!
