The question is slighty ambiguous, but I'll assume you mean that you want to provide an open wifi connection for anyone in range to connect to.

The simple way is just get a wireless router/access point and not set any security on it.

Of course this would depend on how much you trust those who would use the connection and how much you care about the security of your own machines.

There are a few wifi hotspot software packages (such as ChiliSpot http://www.chillispot.org/ ) that allow for a more controlled environment.
Older versions of a certain Linksys router (WRT54G I believe) used a Linux kernel and could be setup with third party firmware. A couple firmwares include Chilispot or a similar feature with them among other nifty things that isn't available with the linksys firmware.

Additionally, you might want a proxy server to make better use of the internet connection and at least one firewall to protect the connection. A single linux machine could handle all of this.

It's not free...but if you have high speed internet just buy a wireless router and a wireless network adapter for your laptop.
