Definitely Murali.
Record wise Murali is better.
Warne too has his share of tail end victims unlike the second answerer has stated.
While Murali is dreaded in every country,Warne could not dominate in Asia.Murali is an intelligent bowler who can also bowl a variety of deliveries.
Opinion from players who have played both will reveal the truth.

Muralitharan. Warne had bowlers of the calibre of Mcdermott, Mcgrath, Brett Lee bowling alongside him for most of his career. He also had batsmen of the caliber of Steve Waugh, Mark Waugh, Taylor, Slater, Hayden, and Dean Jones putting up large totals, that helped him put pressure on opposing batsmen.

In comparison, Murali has ploughed a lone furrow, except for Vaas to support him. Sri Lankan Test batting, though improved by leaps and bounds in the last decade, has never been brilliant.

Most importantly, Murali did not have any Sri Lankan role model to look upto. Warne had Benaud, Terry Jenner and others.

Therefore, Murali is the best.

As per rating shane warne may be the best but I consider muralitharan to be more superior bowler than warne..In Australia team,all oppositions top order players are picked by either Mcgrath or others ,therefore Warne gets only tailenders wickets but srilankan team totally rely on muralitharan and he always live up to their expectations.For example you can the series of england and newzealand where srilanka drew with them mainly due to muralitharan.

Both are Best.

Most people in Asia dont like Warne but I think Warne and Muralitharan are the best ever spinners of all time.

Though Warne holds the record formost wickets in test matches, I consider Muralitharan as the best bowler due tofollowing reasons:

1) Muralitharan has played less number of test matches
than Warne and by the time he plays the same number
of Test Matches as Warne, he will overtake the
record of Warne in terms of number of wickets.

2) Muralitharan has been successful in all coun tries
whereas Warne has struggled in sub-continent
especially in India.

3) Muralitharan has better economy rate than Warne.

4) Muralitharan has taken mo9re number of records
than Warne in ODI.

Muralitharan is even not comparable to Shane Warne, the great. It is different thing that Murali has taken wickets in fewer matches but Murali has not been a cause for victory for his country as Shane Warne. Murali has even not won as much matches for Sri Lanka as Anil Kumble has won for India.

Answer - Both are excellent in their form of bowling.

Personally i like to see Warne bowling. But there are stack of reasons why murali is good. By comparison, here goes:

1) Intelligence wise you can't say who is best. remember sledging is excessively used by Aussies (unfortunately) at times. That helps taking wicket. I don't consider that to be an inteligent tack tick.
2) Bent arm scenario of Murali can't bring to the table at all for many reason. If somebody does it, that's a racial issue of course. In that case why Shane Warne was subjected to taking banned substance. In that case if Australian authorities weren't very easy on warne, there is no record for him now outherwise. Specially, he was supposed to banned for two years as per the international regulations but done only for one year. Nowadays no cricketer can say he didn't know about it. Because this era they been informed about the banned substances.
3) Warne had the luxury of better bowlers and better team with him. Whers Murali hadn't the same advantage. it's a total ball game when you are in a stronger team in better position or team like sri lanka trying mostly to avoid loosing the test match.
4) Bent arm isn't the reason for murali taking more wickets or more turn. Murali take more turn from the very flexible wrist he has which is more like rubber. That's where he become special, for his unique action where nobody can imitate. If somebody has a doubt about that try watching slow more videos when he balls.
5) Murali had taken many top order wickets and including nine wickets an inning. If somebody says he is taking more low order batsmen than Warne that's a abrust. Any test wicket valued same as any other wicket in form of test cricket. If somebody is wicket isn't important he shouldn't be playing test cricket in the first place. That's include wickets taken at any national cricket team. If some team not good that point has to take up against ICC. Not against individual player's records.
6) Murali is more humble and down to earth person with postive attitude. Where questions can be raised about Warne in that regard. Murali been through a lot because his action and came top of everything, i consider that to be a marvelous achievment where not many can survived that. It seems many been jealouse about him. If he had been born in Australia his story would've been different.

Murali is the best ever off sprinner and Warne is the best leg spinner.
This is my conclusion.

Warne is the best, because he is a natural. Muralitharan would not have been as effective if he did not have a right elbow that does not straighten. That bent elbow allows Murali to turn the ball more as well as bowl the doosra. It is impossible to bowl the doosra with a straight arm. Try it yourself and you will see what I mean. Even Harbhajan bends his arm at the elbow when he bowls the doosra. Warne had more variations than Murali - he could bowl six different balls in one over.
