Not if he keeps pitching the way he is now - he's 4-5 with a 4.70 ERA, and his strikeout to walk ratio is way too low.
The link below gives a lot of stats, and includes various Hall of Fame indicators and player comparisons. He's not at the Hall level yet, but he's got good numbers, and he's comparing with some Hall of Fame pitchers for this point in his career. But if he can't get back to the sort of pitcher he was four or five years ago, he may fall short.

Barry Zito is definitely a hall of famer when he retires. He averages 15 wins per year he eats up innings, he's not a strike out pitcher though but he can get a strike out when he needs one. He has the best curveball and he has never missed a start. So yes he could win a few more cy youngs and win more then 15 a year he'll definitely be hall bound.

He better have some awesome seasons in San Francisco to get even close. I think in this era, 250 wins does it, but in Zito's case he needs 143- counting tonight's win- to get there and he'd need either 20 a year froms even years, or 15 a year for ten, with a guy who is 29 years old. Now, if he can hang around as long as the guy he beat tonight, Glavine, he might get there, barring a bad injury.

It's really too soon to tell, but based on his inconsistency I'd have to say no. If he can pull it together and win a couple more Cy Youngs, or at least get himself back to being a dominant pitcher, then he's got a shot, but it doesn't look like that's going to happen.
